Re-opening of Means Test to Determine Eligibility for the Allocation of Laptop Computers to Students of Government and Government-Assisted Primary and Secondary Schools

The Ministry of Education, through its Educational Planning Division, is pleased to re-open the means test application process, used to determine the eligibility for the allocation of laptop computers to students of Government and Government-Assisted primary and secondary schools.

The means test application process was previously conducted in April 2021 and November 2021; and devices have been distributed to students meeting the criteria. A third iteration was conducted in November 2022 and relevant applications are currently being processed.

The means test applications are being re-opened by the Educational Planning Division to ensure that all students are given the opportunity to apply. Please note that students in Forms Five (5) and Six (6) are not eligible for the Device Provision Programme.

The means test application form can be completed in two (2) ways:

1) Downloading and printing the form from the MoE’s website and submitting required documents and hardcopy to the student’s school; or

2) Using an online link and uploading scanned copies of required documents.

Students, who are already in receipt of a device through the Means Test Programme or through other initiatives, should not complete the Device Provision Form.

The procedure for the completion and submission of these forms is as follows:

All hard copy applications must be submitted through the school.

All Applications MUST be accompanied by Supporting Documents.

Printed Forms

Each form, when completed, must have attached:

i) A copy of a utility bill, not more than 3 months old, in the name of the person submitting the form. If the bill is not in the person’s name, an authorization letter with a copy of national identification must be submitted. If a utility bill is not available, a bank statement showing their current address could suffice.

ii) For persons who are employed, a job letter (not older than 3 months and stamped and signed by the employer).

iii) For persons who are self-employed or unemployed, two (2) letters of recommendation stamped and signed by the designated persons (as indicated on the Device Provision Form). Please note that the recommendations must state that the applicant is either self-employed or unemployed.

  • On page four (4) of the Device Provision Form there is a verification receipt. This receipt should be completed, detached, and given to the person submitting the form as proof of completion and submission of a Device Provision Form. This receipt should be presented for any application queries.
  • Completed forms with attachments must be stamped and signed by Principals and forwarded to the respective education district offices for collection by the respective School Supervisors by Wednesday 23rd November, 2022. Applications from each school should be sent in one batch to the district offices.

The system will ask for log in details. The email address to be entered is MeansTestApplicant@moe.gov.tt and the password Education22.

This will take applicants directly to the application form. This is to be completed online and at the end of the form, there are fields for the upload of:

iv) A copy of a utility bill, not more than 3 months old, in the name of the person submitting the form.
